Is the water outlet supposed to fasten tightly onto the drainboard? I can't seem to attach it on.

I had a problem with that myself. It will snap into place. Look at the inside of the spout and you will see a grove around it and the outlet on the bottom of the drainboard has a raised ring on it. Kind of angle the base of the spout to the outlet and give it a bit of a turn and some pressure and it should go right on.

How about its capacity, I'm afraid it's a little small.

It's big enough to hold a family's dishes and I'm happy with it.

Does it fit under the top cupboard while holding dishes?

That depends on your cabinet heighth. It does not fit under mine when it has dishes in the top rack. I bought one for my oldest daughter for Christmas. It fits under her top cabinets with dishes in it. Measure the heighth of your cabinet and add the wideth of a plate and see if it will.
