no these are not dual line feed. They are only for a single line black and decker weed trimmer.

How to replace it and make sure the easy feed button still works?

I tried a couple of these. Old cap and replacement cap. Neither worked. Would not feed. They look identical to the black and decker brand but won't feed. Ordered a three back of BD and they work fine.

Is this the replacements caps and spools of string ?

Yes, it comes with 2 replacement caps and 12 spools of the string. I had to use a little force to get the caps seated over the spools but did get them on and snapped in place.
