Q: Not quite sure how to turn on. the switch at the bottom doesn't move right or left, or go up or down/in out. how did you do it? thanks!

I had trouble as well and ours worked for a couple of days and stopped ;-( It still looked pretty as Spinner but certainly not worth the price I paid.vI would return it and get a refund.

Q: How do you dig the holes to get the stakes in the ground?

All you have to do is push the stakes down with your foot. I suppose you could use a rubber mallet too. No digging required.

Q: Does this rotate East West as well and adjust itself in the direction of the wind?

It does not. The blue cups catch the wind and spin in their circles. The globe does not rotate.
