would these batteries work with non xr tools?

Yes, as long as they are on the 20v max (lithium ion) battery platform these batteries work. XR stands for extended runtime and on tools it means there is a brushless motor. On batteries I don't know the meaning but they have made the lithium ion batteries better when they say XR on them compared to the previous version. The easiest way to see it in action in this kit is that the XR batteries work on the flashlight, which is not an XR tool.
