After leaving it in the freezer overnight does is it supposed to freeze the ice pack solid or is it supposed to stay a gel so that you can squeeze?

If you freezer overnight, the white part inside is not manageable to squeeze, you can let it melt half an hour on the counter while, then after letting it sit and pushing on the blue part Squeezing and squeezing finally achieved a slush liquid you want. What did I do wrong? I put the cup in the freezer overnight, poured in zero sugar pepsi. Froze solid before first squeeze.
