does the case fit if you don't want to use the screen protector?

Yes it fits...screen protector fits only on the screen whether it is in the case or not.

Is this case hard plastic? I am looking for a silicon inner sleeve and a harder material on the outer surface.

This is a 2 layer case but inner layer is a little more firm than most 2 part cases I've had. It's been dropped, kicked, thrown and only cracked the screen protector so it's solid protection.
