Are the supposed to be so sloppy, gloppy?

Yes ... that's how the burn dressings are. These are the best I have tried and work incredibly well. We use them in the Electrical Trade for burn injuries.

Is there any anesthetic in the gel, Benzocaine? Lidocaine? If so what %?

This dressing package (strikingly) does not indicate % lidocaine. The small individual packages of the gel only made by this company do say that the active ingredient is 2% lidocaine. Presumably the dressing is the same.
