Will this fit a galaxy note 9+ in slim otter box case?

You should determine whether the total thickness of your galaxy note 9+ and slim otter box case is less than 0.59 inches. If more than 0.59 inch, than will not fit

In one place, it says it fits 15-30mm handlebars and then later it says 22-33mm and then it says 15-30mm again. My bars are 31.8mm. Will it fit ?

I have this on the handlebar riser, which is 34.4 mm and it fits. I used 1 yellow rubber spacer. It took a little effort to get the threads to catch, but once they did, it tightened all the way thru the nut, so I was satisfied. I have an Samsung Note 20 Ultra with a slim case, and it doesn't really fit snugly in the cradle. I am looking for another that will fit the riser, but they all say up to 32mm. When I bought this one, I did not measure the riser, so I guess I was lucky in my ignorance.

It will depend on the case. I have an S22+ with an otterbox defender case and it fits it perfectly.

Is this water proof or made with parts that won’t decay or rust from moisture?
