Q: Does it stay latched with power removed?

No it doesn’t stay latched when the power is removed.

Q: do you have to send reverse polarity to switch it, or just send 12 volts briefly to switch it open, then send 12 volts briefly again to close it ? Tha

just send 12 volts briefly to switch it open, then closed, then open, etc... it's simply a state changing signal, every time the voltage signal voltage is applied.

Q: Is this the same as the lr9806j used on a jayco? the lr9806 seems to have an additional circuit board on it.

Not sure I would check the manufacturer for a match. I bought this item because it match mind for the charging of my house batteries. Good luck
