Is this product strong enough to hold vinyl fabric around window frames in the winter?

The basic outside of the tape is extremely strong; where you might have a problem is with the glue on the side of the tape that would hold the vinyl fabric around window frames.   (1) go to a DIY store and ask someone there for a strong glue to put on the sticky part of the tape. Then (2)  I'd wash with soapy water, the window frames thoroughly and rinsed with clean water.  Dry.  Only then apply the tape/vinyl fabric. Should be VERY strongly held then.

Question 2

Could I use this on a pistol for a better grip or would it likely peel off due to the recoil of the firearm

My best guess would be - that yes it could be a good choice to use on your pistol grip for a couple reasons Jared. #1 gaffer tape sticks super good to itself - which makes me think it would work well on your pistol grip far as staying put and not peeling off prematurely #2 it has a somewhat rough finish (unlike duct tape) kinda like canvas so I'd think that would help to make a firm yet non slippery surface to hold onto #3) it doesnt leave residue so should over time if it needs replacing - it won't leave a sticky gummy mess on your guns handle. I've never used it for this purpose but it seems a good choice if i were to wish to. Good luck. Hope my answer helps.

Question 3

Is this tape water resistant or water proof?  We have an outdoor application that would need it to last a few months and then be removed easily.

This is not a waterproof rated tape, it's designed for indoor use. Depending on the weather, it may last a few months outdoors but it will eventually deteriorate. When installed as specified, on indoor floors, it's very easy to remove and leaves no residue. Outside, the adhesive may decompose and leave traces when tape is removed. There are marine grade tapes (aluminum substrate) which  can be used even in underwater applications. I've used it in the past in a wet coastal environment and lasted for a long time. I never removed it, therefore, I cannot say how easy would it be to remove.

Question 4

Would this tape work to bind the edges of a carpet remnant being used as an area rug?
