Why the 40 watt solar panel can not produce desired power when charging my batteries?

This is normal, the solar panel works fine if it could produce an output power. Actually 40W is the max power of the solar chips, and 40W is a tested result in a laboratory with very strong light. The small solar panels are affected by many factors

The solar panel comes with 10 DC adapters and is compatible with most portable power stations/solar generators on the market. However, I would recommend checking the input voltage range of your device to ensure it matches the 18V output solar panel.

It is recommended to charge how many watts of portable power staion?

Because the DC output is 18V/2.27A, the higher the wattage of your solar generator, the longer the charging time will be. For example: 300W=300/(18*2.27)=7 hours approx.

Can it charge multiple devices at once?

Yes, the 40W solar panel can charge multiple devices simultaneously. It has 3 output ports - 1 DC output, 1 USB-C output, and 1 USB QC3.0 output - that allow charging of different devices like phones, laptops, power banks etc. at the same time.
