Yes, this Z Achilles has the Xtend driver which can adjust to two different heights. In practice, there really isn't that big of a difference between the two heights.

Does the beyblade come with a launcher?

Yes, it comes with the small gray ripcord launcher that is pictured. It's a really basic launcher and I would recommend getting a better one, but it will serve the purpose.
