Will this switch work without power? I don't need the led lights.

It is an active pedal,(requires power) not passive. There are many other pedals with similar features but passive (no battery).

Can you use two separate effects loops into one shared pedalboard?

Yes separately not at the same time. Works great for it's intended purpose. I run a digital distortion on one channel and a tube OD + compressor/sustain on the other. Or clean straight through.
