Impressively Terrible
In all my years as a metalworker, I've seen many things. True, hammers break occasionally; I've even seen one crack at the head because of a casting flaw. I've never seen one break the haft in shipping, though. This is actively dangerous; if this happened on a downswing, you'd have a hammer bouncing around. (Also, looking at the broken wood, it appears to be oak; while not the worst choice of material for a hammer handle, at this price point, I'd expect hickory. It's not like it'd cost more than a few additional pennies.)
