Q: I can’t get this to actually iron on. Am I missing a trick?

Set your iron to the hottest possible setting (but don't put any water in the iron). Put an old t-shirt over the patch. Press and hold the iron onto the patch for 60 seconds. Wrap a finger in a towel. As soon as the iron comes off the patch, use your towel-wrapped finger (careful, the patch will be scalding hot) to press/mash the newly melted backing into the garment. Allow to cool and it should be stuck very firmly, especially to denim or cotton. Do not iron onto leather or any fabric that will fail under the heat.
