Are these rough or smooth?

the cutting side (top) is rough the bottom is smooth

For the purpose for which I intend to use it, I need to have the smooth side face up. Is it possible to remove the little feet?

Yes, after a long period of use they tend to just come lose by themselves so I am sure you can take a sharp putty knife and get them off. You will need something like "Goof Off" to clean the sticky residue left behind.

How many cutting boards does this come with?

This is just one cutting board. It does not come with anything else
