Yes, it works.
This was for my granddaughter who lost her charger for her 3DS XL. This charger worked for her. I asked her if it charged at the same speed as the original one. She felt it did. So, success!

Just as good as Nintendo
3rd party but works exactly as well as Nintendo's charger, slightly cheaper, and the cord looks longer than Nintendo's (neither product states cord length from what I can tell, so I had to judge based on pictures).
