My lashes look so long with it I would but it again

Will this curl your eyelashes even if you're not wearing mascara?

Of course! I don't wear mascara at all.. So I buy an eyelash perm. This one works very well and gently despite the cheap price. Recommend!

Can the pad be replaced? If so, please provide refill info.

Yes pads can be replaced with wet and wild refills. This little cushion seems pretty durable. Iv had for 3 months and it has not tore yet

Can you please tell me if this product is made from 'plastic' and not metal. my wife can't use metal. \?

Its made of some type of metal not plastic.
