Q: Would they fit mini cupcakes?

The wrappers are for regular size cupcakes only. I don't have any extras to measure them, but I do remember the picks being pretty true to size as the photo shows on the Amazon page. You could definitely put them in mini cupcakes, but the widest part of the topper would be wider than a mini cupcake. It might look great still. .

Q: If i order these will the rainbow side be in the pastel colors

Yes. The actual product is completely different to what show on AMAZON. You will get vibrant rainbow color instead of pastel color.

Q: Are the wraps precut?

Yes, they are precut. They have a slit on one side and a tab on the other to hold them together. I use tape to secure.
