Can you attach this and pull behind a garden tractor?

It's intended to be pulled manually, not attached to a garden tractor.

How solid is the plastic dump handle?

The handle is SOLID! Attached to the cart by 4 bolts. I got the NF model = never flat tires. Hauled full loads of black dirt with no issues.

Why are there air valves in these tires that don't require air?

The no-flat tires don’t have air valves. If you received tires with valves, you did not receive a no-flat tire. Check to see if this was fulfilled by Amazon or a 3rd party seller. Make sure to go back to your seller for restitution. We will alert Amazon buying team to this issue.

Do these have flat free tires?

Flat free tires is an option. Costs a little more but worth it.
