Q: Is this a Martingale Collar?

No, this is not. A martingale collar will have an additional loop between the main strap which will tighten the main strap when pulled. We had bought this for our Great Dane puppy because of her sensitive neck anytime she pulled it would choke her a bit and this collar helped reduce that for her.

If I understand your question, the dog's license tags go on a rounded loop located next to the buckle.

I measured mid way on my dogs very long neck..it fits her comfortably and you can still adjust it. Its the best collar I have ever used and definitely protects their throats, which was the point of my purchase. wish I could post a picture.
