While I don't know if there's 1 tool for all, I am kind of thinking you are asking to find one size/brand tire for a bus, a car, and a truck. Your wonderful furry family may need you to buy for their different sizes and fur lengths rather than 1 tool.

Q: Does this cut the fur?

No this does not cut. Rather it "snags" loose fur so it can be combed out of the coat.
