Q: After charging the fan for around 4 hours the blue light is still blinking.. what to do? How do i know that fan is fully charged?

There’s no indicator for full charging of the battery. Therefore, even the battery is fully charged, the blue light indicator at the backside will keep on blinking.

Q: Can it be placed on a flat surface - i.e. without using the clip mechanism?

Yes, note- this is a very tiny fan and o be used on your working desk. Fan output is excellent.
