Q: How does one clean this tortilla warmer? How often does it need to be cleaned?

Tortillas do not leave anything in the warmer. I've had mine for 6 months and it is still like new. It also works for pita bread. I LOVE this thing. I have given it for gifts and everyone wonders how they lived without it. I like the fact that is keeps things warm for a long time.

Q: Is it 100% cotton? Is any plastic touching food?

It is polyester and the plastic is between the polyester.

Q: Is this lined with plastic, or is it totally fabric inside and out?

It's fabric both inside and out. There is something sand which between the fabric that could be plastic although it's thicker than Saran type plastic wrap.
