Q: This Mattress is 20 mils thick, shouldn't a good waterbed mattress be 22 mills thick?

20mils is good enough, however thicker is certainly better. I have been happy with this mattress but you will have to make the call on wether 20mils is thick enough.

Q: what are the exact dimensions of this mattress when filled so to build a frame

I am not sure, but I found directions on a web sight. I googled, "how to build your water bed frame", then I selected the proper size. It worked great.

Q: Can you use this mattress with a regular bed frame?

No. It's too heavy. it's heavier per square foot than a refrigerator. I found directions for making a water bed frame on line, and a friend made me one.
