Q: Can I use them as a water flood controller?

Description said: “Absorbency up to 21 gallons water and 21 gallons oil.”

Q: It's not clear. Is the product 12 socks 48" each or a total of 48" when putting all socks together?

Each sock is 48" long. You get 12, or a Dozen . Total length of all socks end to end is 48 feet hope this helps. I used them to collect the acid wash I did on my driveway . Worked great. I understand that you can wash them and hang them to dry and use them over again, Hope this helps.

Q: One person says this does not absorb water (oil only) but other say it does. Which is correct?

I use it to stop water from coming up on very rainy days and it absorbs it , do not know who thinks it does not do it but they are sadly mistaken.

Q: How do I dry them out?

You can hang them over something and let them drip dry or put them on the spin cycle of your washer
