Does this come with thermal paste already applied?

Mine did come with thermal paste on the cooler. However I always like to use my own.

I'm not sure of the dimensions. Another retailer lists the heatsink dimensions as 2.39" x 3.77" x 3.77"and the fan dimensions as 0.98" x 3.62" x 3.62" (sorry it's not metric). This heatsink fits perfectly on my Intel BOXDH77EB motherboard. My case is a Silverstone ML03. I actually have two of these, same case, same motherboard. They're quiet, have real metal screws and haven't given me any problems.

Will this work for hp 500-070 and what temperature can it go up to?

It should. And as for the temps youll be getting it depends on a few factors like case and airflow and the cpu your using

Anyone know what those strips are on the heat sink that goes against the processor? Should they be taken off before pasting?

Hello, that is correct. You must remove that film for proper performance. Failure to remove the plastic strip can cause properly after installation.
