Q: how many parts does it take to put together, and is it easy to put together?

It is very easy to put together but we had to return it because it looked terrible when you tried to make the bed, the comforter covers it and sticks out instead of draping down. Make sure to measure your bed frame to ensure that it isn’t too wide for the measurements provided on maximum thickness

Q: Will this fit a 1 3/4 inch rail?

Yes it should the tightening screws can be moved out at least 2 inches
