Q: Are these for rear brake pads. Are they eay to install on a lexus IS 250 2007

Yes, they are for the rear. Installation was relatively easy, just be careful with metal brackets that hold the brake pads together. You can snap them if you are not careful. I would check Youtube for some tutorials. The front brake pads for the IS250 is ACT908.

Q: Does this have better breaking power than eom (mine is lexus 2007 is 250)?

I agree with MD8zero1 that these pads have slightly less bite and less brake dust. They seem to work better with standard rotors than the cross drilled and slotted.

Q: To replace OEM brakes, is the OEM shim still needed with this kit?

These pads come with all the required hardware to do the installation. What i did keep my Oem Shims from the installation just incase. I did not install them though as the pad does have a shim built into the pad itself already. What you would need to ideally do is pull/stretch the oem shims over the built in shims if you wanted to use it. Some have done it to help minimize the squeaking noise. i didn't though, and it does squeak. I did us anti-squeeze greeze and it does help quite a lot. Just something to keep in mind.

Q: is ACT1113 fit the rear of Lexus is200t 2016?

I am not sure my car is 2011 Lexus IS250 RWD and it worked perfect.
