Does it lock into place when up? Also when its in the up position does it wobble or come down unintentionally?

It locks into place and would not come down unintentionally. You have to pull on it with some force to bring it down.

Can the handle pull be extended downward? Easier for people to reach it.

The handle is not extendable. That would be nice.
