Is this toy bpa free, pvc free, and phalate free?

I have no idea. Mine broke after a month! I wouldn't purchase it!

Do all keys have a nice resonant/reverberant tone, as typical to a xylophone, or some of them sound dull/flat (like mentioned in some of the reviews)?

Keys sounds like a normal xylophone to me. I’ve used it to play a few songs on it and haven’t noticed a difference. Baby loves to listen to it and play on it.

Does this play actual notes to make music?

Very cute set! Not the most musical sounding, but I'm sure my little one will love them :) Update: My little one really enjoys these. She was obsessed with the fox for months and has since moved on to the bee. I would recommend these.
