This lunch box measures 11"W x 10"H x 7"D. There are a few semi-insulated clear lunch boxes but they have very slight insulation.

Is this lunch bag insolated or suitable for ice packs?

Our clear lunchbox bag is not insulated but can accommodate a small ice pack.

I want to be able to strap it around my neck and have it by my side. At its longest setting how long is the strap?

The length of the strap is 38 inches. I can not say if this is long enough to put around your neck. It is designed to hang from the shoulder. I hope this helps.
