Q: Does anyone else have an issue of the distance between the phone and this speaker? The one I received only goes about a foot?

I get about 30'/10 meters from phone or car stereo outside unobstructed and about 20'/7 meters when one device is inside and one is outside. I hate to ask the obvious, but sometimes I myself don't do the obvious when it comes to troubleshooting: But have you tried removing device from connection list and paring again so you get another channel?

Q: Can this speaker play softly enough to be appropriate in an office/cubicle setting?

Your best option would be shokz headphones for a setting like that. It allows you to play music but still hear when people talk to you
