Can you use standard 1/4 bits in this ?

Nope, it has a reversible flat and Philips head tip. There also isn't a magnet to hold the I/4 " bits nor is the depth shallow enough. That being said, I modified mine with a plug, strong neo, and vibration resistant glue, so mine does accept any 1/4 bit.

Are they simply two-inch bits with a small bearing that "locks" them in place, or is it a different arrangement?

It would appear to be. The bit is just double sided with a small bearing that clicks into place once it's in the driver. The driver will hold bits from the universal kits, but they do not click in securely. It's usable like this, but somewhat irritating. A small magnet glued in place at the bottom of the adapter might just do the trick if you wanted to use this as a universal driver.
