what is the height of the tallest pier?

Box says clearance for tallest pier is 3-7/8"

Will these work with 15" radius curves?

It does but you need to put them on every connection because it will collapse or derail

How many strait track segments would you need if you used all the incremental risers?

17 pieces of 9" straight track or 18" curve would be needed. -Nicholas Smith Trains
