can this foam be used outdoors? like a padding on a boat

I don't think it would hold up to the weight of the water against it. So , I'm going to tell you no don't use it for a paddle for a real boat or skiff.

Can you use this as a rug gripper safe for a luxury vinyl plank (lvp) floor?

Hey. I think it would be ok on floor, but not a gripper. Mine is pretty slick I bought to make something for my cats tent. Sorry I can’t help any more than that.
