Does this scale well with marvel legends?

Marvel Legends are 6 inch scale, and Marvel Select are 7 inch scale. That being said, the Hulk is portrayed in many various heights and build, so having a Hulk slightly larger than human-type Marvel Legends figures would definitely work (in my opinion).

Is it in normal diamond select package?

Yes, it's the same packaging size and style as all the other Marvel Select figures.

The arms move well enough for posing purposes…the legs are fairly limited…this is a figure for displaying, rather than playing with..
