Are the bristles wire? If not I don't see the usefulness of this item.

No, the bristles are not wire. This brush is not intended to "de-rust" the cast iron as you would do with a wire brush. This brush is intended to be used to "clean" (no soap of course) your pot/skillet after cooking. I use it everyday - highly recommend it!

can i use it when the pan is still hot

Depends on how hot. The bristles are nylon and will melt.

Where is the brush made?

The information tag attached to the brush said Made In China.
