Hi new to this do you need a setting powder and do you need a cutter?

I don't know anything about a setting powder I personally havent heard of it or used anything like it, but you do need a cutter if you're wanting a precise design or lettering. I have a cricut maker 3 and I use this vinyl alot for tshirts and hoodies and I really love this vinyl
