Q: Is the color true to picture

Not navy..more like royal blue. And the background shows a bit grayish not off white

Q: what does 1 panel mean? do you get 2 pieces or no?

It means you get 1 panel/piece and most windows need 2! So to put the curtians up on your window will be $40 instead of $20 which you need to know if your working with a budget. Fortunatley the curtains are very nice, love the material, the blackout feature works very well and each panel comes with a tie back in case you like that look. Even though I had to spend more than expected and was a little put off that they require you to buy the panels in eaches instead of a set like most other retailers, they are beautiful and expensive looking so $40 is still a steal!
