Q: I’m a 36dd what size would you suggest m or l?

Large maybe xtra large I’m a 34 dd and sent it back way to small

I brought for 42dd but I couldn’t remember what size i was as cant wear cause elastic in them saw this and no elastic at the back I can get away with three xl Both should fit you to be fair

Q: What size would fit a 38h/hh?

I purchased both a 36H and a 38H to compare suitability in regard to level of support, fit and coverage. As a 36H I found for me, the degree of strap adjustability within the 38H was sufficient to allow the larger sized garment to provide a better degree of support, fit and coverage for the price.
