Q: does it have instructions for length of time for steaming for vegetables

No. It does not. I usually give my fresh vegetables 5 minutes. It takes more time for hard veggies such as carrots and brussell sprouts. It's a trial and error procedure.

Q: Is the steamer platform raised up from the water bowl? Or would the vegetables be sitting in the water? Thanks!
