Would a dish 10 inches wide and 11.5 inches long fit inside?

A dish that large will NOT fit into this cooler. You'll need to go up a size. I know the kind of dish you're talking about- a casserole dish. This cooler will hold smaller, plastic type containers, the biggest being around an 8x8 inch dish- and then room left over for drinks, bags of food, etc. A large Pringles container is about the length inside, if that visual helps.

does the lid come off?

Yes, it comes off easily but putting them back on is a little annoying but it can be done.
