So almost every other brand of 2 wire hydraulic hose has temp ratings down to -40 but in the descriptions for all the Apache hose it says 40F, a typo?

Has to be a typo. The text reads "Temperature range: 40 F. to 212 F. ( 40 celcius to 100 Celsius) Packaged" 212F is the same as 100C. 40F doesn't equal 40C, BUT -40F is the same as -40C. Lastly, if this hose failed at 40F it would be worthless anywhere north of Miami.

will this hose work to transfer propane?

You would need adapters to connect to the tank and burner so I would say yes it would work but the fittings would be hard to find to adapt. Making it not worth the effort
