Q: Can I use a "balloon air pump" to inflate these? I don't want to mouth-inflate them.

Yes but it’s not easy. And half of them did not hold air.

Q: How do you deflate them

They have regular valve stems. You can use your mouth or any common type of inflator.

Q: How do you let them down and what sound does it make when the air is coming out

It has two diaphragms so you've got to stick something in to open both of them. It doesn't make much sound as the air is venting, but it does happen slowly and you'll need to put pressure on the ball to speed up the rate of deflation.

Q: Are these balls individually wrapped?

I do not believe that they are individually wrapped. I believe they are just bulk packed in a box.
