Many of my friend told me to buy from needbreathe/com,is vacuum packed and fda attestation？

I could not find any FDA attestation. I didn't pay much attention when I opened the package, but I do not think it was vacuum packed. Two masks lost their side pieces before I could wear them.

Do they have; Outer hydrophobic layer, a middle filter layer designed to filter bacteria, an inner hydrophiphilic layer?

I haven't taken one apart, however, they are sturdy, not super thin, but breathable.
