Sorry no. The Portals are not compatible with other games. The figures are though.

does the starter kit have all i need for them to play the game? do you just put in game & it says what to do?

They will be able to play the game right away. Once you put the cd in the console, just follow the steps to install. It is fairly easy.They will ask for more figures, as the game progresses, at least my kids did.

What additional characters, or packs, should i get for the starter kit, ps3, for a 12 year old?

All of the old characters work. You can access the entire game with a land vehicle, which comes with the starter pack. There are sea and air vehicles which "can significantly alter the look, layout and difficulty of game levels" but are not required.
