Easy to use, Not the ultimate lock
I have several of these locks. They work well and easy to use. The will not stop a determined thief. A good deterrent to cause a thief to move on.

Strange design!
You have to use the key like a rotating handle to lock and unlock. Canr figure out the design.

The key screws it together and you just need to line up the key at the 0, 90, 180, or 270 position to remove it once it’s tight

perfect, just snug enough fit and well out of the way/sight under the bumper (car specific perhaps)
They would be hard to remove without a key given their just big enough size (which is a GREAT thing). Much better than other style and it has held up well to rain and dirt so far. I will spray regularly with silicone oil/grease to maintain the smooth working.

A good add-on to another hitch lock
This is a good add-on to another hitch lock that I have in use. It prevents the lever from being lifted up which releases the locking mechanism over the hitch, Ball. I’m not overly confident that a crowbar could not easily wedge between the lever and the lock and pry it open, so I rated it four out of five.It is primarily a deterrent so it serves its purpose.
