I want to mount on an overhead florescent light fixture from a flat overhead to a 45 degree hanging down position. will this hinge work?

I’m not sure if it’s work for your project, as this uses weight on top bracket to ‘lock’ its position into notches, like those pool lounge chairs...

Can this sit completely flush with the surface it's angling?

You must allow space equal to the height of the mechanism between the two surfaces. In order for the two surfaces to be flush, the mechanism would have to be mortised into them.
