No, if you book jacket cover is over 12" tall, this product will not work. You will need to order 14" covers and fold down for a custom fit.

Will this fit a newspaper page? Is it clear?

I doubt this would fit any standard newspaper page (unless it was quite small), but you should measure the newspaper to make sure. To answer the second question, it is super clear polyester mylar with an attached acid-free paper backing.

As several others suggest, you would be better served buying a roll of 12" covering material. Your book requires 12+12+1/2 and enough to fold in over the inside flap of the dust jacket...or nearly 30" in length. And, the 12" roll can be used for smaller format books, e.g., 9 and 10 inch high volumes.
